Dog barks at anyone walking up street. barks and nips at you when you go to leave. He bit me 2 weeks ago when I was trying to go to work

Lucky is the baby of two dogs we also have a 3 year old chi pin named Lucy. My question is do puppies raised around adults pick up most of their training from the older dog? In training dogs I don't usually train with demands like sit or stay until after house training is either complete or mostly complete. Simply because I don't feel as though I can do as well as a job with house training if I'm focusing on other things as well. With that said lucky is doing in that area, however still not completely broken. We're still working on it. He has no other training from me as of right now. However from Lucy he has learned to sit, come when called, spit things out of his mouth when commanded, go to his crate when commanded, come inside when commanded, to stay inside our fence, what no/stop means, doesn't play bite or nip on fingers, and knows that chewing things other than his toys/dog chews is bad. In other words on that last he knows he's not supposed to, but sometimes he still does it. When he's caught he drops the item and goes straight to his crate. Is this normal? Will I have much to do in training him? I see training as a time for bonding, is Lucy stealing my thunder?

My neighbors dog barks mindlessly when they let it out to do it's thing.rnI think it's learned to bark until they let it back inside.rnI've tried to talk to them, but I was told to mind my own business.rnWould one of those whistles work ?rnThanks,rnBob
