Trying to have my dog become a service dog. She needs to be able to pass good citizen test. She is amazing with me and my disability and she is amazing with tricks and medical commands when with me. But when she leaves the house she is a whole different dog! She is aggressive, hyper, anxious. She is the only service dog I want and need. How do I fix this? Without spending 300 dollars?

Oliver is a really sweet dog most of the time, but when we are on walks he will randomly snap at people. They have nothing in common, so I don't know what is triggering his random bouts of aggression. It doesn't matter what gender, what race, what they're wearing, or what they're carrying. It's completely random. During one walk he was perfectly fine while two people were petting him, but as soon as they turned to leave he latched onto one of their shirts. I use a gentle leader so I can control his head and I had a shock collar on that time to see if it would help. I shocked him on 6 of 8 when normally 2 or 3 works just fine. I could tell that he felt it, but it didn't deter him. While he was at my parents house he was perfectly fine around the neighbor kid for awhile, but then all of a sudden Oliver snapped at him. He also barks aggressively at people on bikes and skateboards. It's really hard to hold him back when something on 2 wheels goes by. What can I do to get rid of this behavior? Or is he just going to have to stay at home all the time? He is neutered.
